Preparing the Quality Mark Licence Translation File
The Saudi Quality Mark is owned by the Saudi Standards, Metrology, and Quality Organization and is placed on products licensed to use it. It is generally optional except for products subject to a published obligation, and it relates to conformity and an effective quality-management system. This guide covers preparatory translation and organization of the attachments named by the Quality Mark licensing service; it does not establish a universal rule that every document must be translated into Arabic. The published requirements do not establish a certified-translator, certification, or legalization requirement, so confirm any current requirement with SASO or the relevant product procedure and retain the Arabic original when supplying an accompanying translation.
- Quality Mark application form and Quality Mark licence contract
- Commercial register and industrial licence
- Factory-location map and organizational structure
- Quality manual or documented quality-management system
- Quality-control plan and related control records
- Product data or explanatory label and barcode information
- Product self-monitoring results
- Product test report from a laboratory accredited to ISO/IEC 17025 in the product field
- Trademark-ownership certificate
- Conditional attachments where applicable: energy-efficiency material, Gulf Conformity Mark, IECEE certificates, or ISO 22000 for food and agricultural establishments
Identify the product and review the current product-family procedure before commissioning translation, because procedures may differ for electrical, mechanical, chemical, food, and construction products.
Collect and classify the forms, contract, establishment, site, quality-system, product, testing, and brand-ownership documents, and identify conditional attachments that apply to the product or establishment.
Create a source register recording each original filename, issuer, displayed date, language, document number, and product reference, and keep the original alongside any translation.
Match the legal name, registration number, factory name and address, product name, model, standard numbers, units, and barcode across all attachments without altering the original data.
For quality manuals and control plans, preserve numbering, revision status, signatures, and references. In laboratory reports, preserve samples, dates, methods, results, units, uncertainty, and scope of accreditation as stated.
Start the service, register the establishment in the electronic certification system, complete the application and attach files, enter the products, then submit and pay the application costs and track it through the system account. The page displays an estimated 42-working-day service time, not a guarantee.

What is the Saudi Quality Mark?
It is a mark owned by SASO and placed on products licensed to use it; it is generally optional except for products subject to a published obligation.
Must every document be translated into Arabic?
The published requirements do not establish a universal Arabic-translation rule; they identify attachments and steps without stating that every document must be translated into Arabic.
Does SASO require a certified translator?
The published requirements do not state that condition. Confirm the current application requirement before adding any certification or attestation statement.
What core documents does the service name?
The service names the application and contract, commercial and industrial records, factory map and organizational structure, quality-system and control documents, product data and self-monitoring results, an accredited test report, trademark ownership evidence, and barcode information.
Is a laboratory report part of the file?
Yes. The service names a product test report from a laboratory accredited to ISO 17025 in the product field.
Is a summary translation of a test report enough?
Do not assume that it is enough. Preserve the full values, methods, samples, units, and accreditation references, and ask the receiving body if it requires a particular translation.
What are the conditional attachments?
They include energy-efficiency material, the Gulf Conformity Mark, IECEE certificates, and ISO 22000 for food and agricultural establishments where applicable.
Does every product use the same procedure?
It should not be assumed. SASO links product-family procedures for electrical, mechanical, chemical, food, and construction products.
Is the mark mandatory for all products?
No. SASO says it is generally optional, with a published list of mandated products and product-specific regulatory application.
Is 42 working days a guaranteed deadline?
No. The service page displays it as an estimated service time, not a guarantee for issuance or translation completion.
Is the three-year licence term the validity period of a translation?
No. The regulation addresses the Quality Mark licence term; it does not set a universal validity period for a translation or attachment.
Which text controls if Arabic and English differ?
The English regulation itself says that the Arabic version is the official reference in case of disagreement or confusion.
Can the translation replace the Arabic original?
لا ينبغي أن تحل الترجمة محل الأصل. Retain the original and provide the translation as an accompanying copy if requested or useful for review.
Does a translation guarantee application acceptance?
No. Acceptance depends on file completeness, product conformity, applicable procedures, and the competent authority’s decision; a translation provides no acceptance guarantee.
Whom should I contact about an unclear language requirement?
Use the official SASO channels shown on the service page, including 8001160000 and info@saso.gov.sa, and retain a written response tied to your application.
