Translating Documents in an Environmental-Permit File
The Environmental Law prohibits operating an activity with an environmental impact without a permit or licence under the regulations. A permit file may include documents for construction, operation, modification, expansion or closure, such as an environmental classification form, management and rehabilitation plans, and impact or audit studies. Not all of these documents are required for every activity; the package depends on the classification, application stage and the Centre’s decision. The regulation states that reports, documents and studies related to the activity are submitted in Arabic, while the Centre may accept all or part in English. It is therefore not correct to assume that every foreign document requires a sworn translation or that English is always accepted. Check the current service and application before preparing a translation, and keep names, entities, figures, maps and versions consistent between the source and translation.

Identify the service and activity: Select the permit or renewal service and enter the activity details through the permits and licences platform.
Complete classification: Submit the classification form and documents specified by the Centre, and respond to any correction or completion request.
Prepare the category-specific document: Prepare an environmental management plan for Category I, or an impact assessment study for Categories II and III when requested, with a scoping report for Category III.
Review language and translation: Confirm which document needs Arabic or whether English may be accepted in whole or in part; do not assume automatic acceptance.
Attach documents and undertakings: Attach what the service specifies, such as a rehabilitation plan where applicable, the undertaking and monitoring reports for renewal applications.
Submit and follow up: Complete the form, attach the documents and submit the application, then address any additional requirements, site visit or completion request from the Centre.

May an environmentally impactful activity operate without a permit?
No. The Environmental Law requires a permit or licence under the regulations.
What language does the regulation prescribe for reports, documents and studies?
Arabic, while the Centre may accept the whole document or part of it in English.
Is acceptance of an English document guaranteed?
No. The text gives the Centre discretion to accept it; it does not guarantee acceptance for every document or application.
Does every permit file require translation?
There is no universal rule; it depends on the document, service requirements and the Centre’s acceptance.
What is an environmental construction permit?
It is a document allowing construction to start after classification, assessment and requirements are completed.
What is an environmental operating permit?
It is a document authorizing operation; it is not replaced by the construction permit.
Do documents differ by activity category?
Yes. The regulation has Categories I, II and III, with different plans and studies depending on the category.
When does an environmental impact assessment study appear?
For Categories II and III when requested by the Centre; Category III also includes a scoping report.
Is an environmental management plan required for every activity?
This cannot be generalized. The Category I service lists it, while requirements depend on classification and the Centre’s decision.
What does operating-permit renewal require?
The existing permit; an updated plan for Category I or an audit study for Categories II and III; the undertaking and prior monitoring reports, plus any additional requirements.
Is there a universal official list of approved translators?
This guide does not establish a universal list of approved translators; verify the specific application requirements.
Do the sources require a sworn translation or external legalization?
No uniform requirement is established here. Verify the specific application before filing.
Is the Category I service time a rule for all permits?
No. A time displayed for a specific service must not be generalized to all services or categories.
Does a translation have an independent validity period?
No general translation-validity period is established; permit validity is a separate matter.
What should I do if the Centre requests correction or completion?
Address the specific request, update the matching source and translation, and do not assume the initial filing is sufficient.
